I remember it was on a site and had several issues detailing different things like How to Write and How to Get a Team and stuff like that. It also had visual novel reviews and interviews with people.

Does anyone remember what it was called or where I can find it?

Issue #9 wasn't posted on that archive because the site admin is lazy.
Issue #9 is there! Lies! Slander! etc. (I'm kidding, of course.) I just finally edited it in just now.
