There's a list of Art Resources including programs people use when utilizing digital programs: viewtopic.php?f=46&t=14980

Paint Tool SAI and Photoshop are the most common. Those cost money though so I recommend using Fire Alpaca or MyPaint if you want to try your hand at CGing.

EDIT: As for what I use, it's Paint Tool SAI and Photoshop CS2. Both have a ton of tutorials from other users so it's fun to experiment using different techniques.

GIMP is always a good alternative if you're just testing the water. And there's Photoshop CS2, which I believe is still free...?

Sai for the base colors, PS/Gimp for the effects.

I heard from somewhere that the 'photoshop cs2 is free for a short amount of time' thing was a misinterpretation but there's been a lot of conflicting info about it. :/

Like others have said GIMP is a good program to work with if you need something free. You could also try using Fire Alpaca but I don't know how that is for coloring.

I use photoshop and manga studio for my work.

Location: Costa Rica. Sorry if I don't pretend to be Japanese.
I color with Painter Essentials 4 and Photoimpact X3.

I won a copy of Painter 11, but prefer Essentials 4 which came with my tablet, but that's me. Maybe you got it with your tablet too?
Not free, but very cheap. Photoimpact X3 is currently $29.99 and includes Painter Essentials 3. With the SAVE15DOLLARS coupon it costs US$14.99. (don't know if its still valid).

CS2 and serials are on the Adobe site, but acording to them: "The serial numbers provided as a part of the download may only be used by customers who legitimately purchased CS2 or Acrobat 7 and need to maintain their current use of these products."

Well, as many have said....definitely GIMP. If you know how to use it, you can achieve epic coloring!
