I've noticed that it's more where you place the eyes that makes a difference in how old they look. So if you have a young face, move the eyes up a bit and it looks older. Obviously not a rule, since you can take it too far and mess it up easily. As for the shoulders, that broad is fine, but you'll need to make her torso wider too to match. You could also slope them downward more to make them look more feminine.
