No paintovers (not counting the erasing of number plates and people) I only applied some G'mic filters in Gimp.
If someone want to know what I did:
g'mic -> Repair->smooth bilateral.
Duplicate the layer x3
On the top copy: g'mic->contours-> gradient norm, check negative colours, adjust the others sliders as you like. Apply. Set the layer on multiply, adjust the opacity. Optionally: use colorize.
On the middle copy: g'mic->testing->Corvo->Corvo's painting 5. Layers opacity near 50%.
On the bottom copy: contours->segmentation.
Merge the layers
Mess with rgb, lab, hsl curves. Until despair you achieve a good result
g'mic-> patterns ->canvas texture
Optionally: paper texture on a new layer-> overlay, low alpha.

The zip file is pretty big, pardon.
From a stitched panorama.
Some filter used (I'm too lazy, don't want to write a tutorial): gimp->filters->gimpressionist;
g'mic ->repair->smooth [anisotropic]
g'mic ->black and white->multi-layer etch
Oh my goodness, I just realized that your username is Corvo and the effect is called Corvo. Does that mean you created the filter yourself? Very cool!!!
I will be using this filter and technique in my games for sure.
