"Could Ren'py Develop Games For Vita?"
Theoretically, at some point in the future.

"Can i release my game for the vita?"
Not at this point in time, no. And I'm unaware of any development aiming to do this.
Finished games
-My games: Sickness, Wander No More, Max Massacre, Humanity Must Perish, Tomboys Need Love Too, Sable's Grimoire, My Heart Grows Fonder, Man And Elf, A Dragon's Treasure, An Adventurer's Gallantry
-Commissions: No One But You, Written In The Sky, Diamond Rose, To Libertad, Catch Canvas, Love Ribbon, Happy Campers, Wolf Tails

Working on:
Sable's Grimoire 2

I'd love if Vita was a possible console to release on in the future with Ren'Py! I think there might be a good market for it as well since there are quite a few VNs out already and a few in the making that I know of.

Is there anybody here that has access to a vita that doesn't have access to an Android or iOS device?

It seems like a lot of work to give a small number of people access to your games.

Funny enough- me. My Android phone can barely run itself not to mention any games. That's why I have a Vita and 3DS, for my everyday game needs when I'm away from a PC /O/

Sadly, developing for consoles is still the one of the few downsides to using Ren'Py in your projects. However, for most people developing projects it's not really a concern so I think developing new features that help everyone may be a better use of time than for just the few.
