A story should start at the beginning.
Seriously, start were you need to start, where the story begins. Is it when a new kid starts school, is it the beginning of the school year, is it an event that kicks everything off. Pick a time that makes sense for the story, a time where you have something to tell, when something happens that can engage the reader. Decisions should be based on the story you have, nothing else.
The answer is the same for the other question with the add on of write what you know. The American school system is very different from the Australian school system. We start late January/early Feburary and go to early December, devided into 4 terms that have 2 week breaks in between. There is a larger break at Chritmas. I only really know that Americans have their biggest holidays in summer, while those are winter for us and kids go to school.
