Wide screen is better for human eye since it fit human eye field of vision ... or so I heard. Other than that, I think it's just a matter of personal preference. Personally, I would go with 1280x720.

Remember, some people still use netbooks. Anything above 640x480 can be bad for people that can't have more than 1024x600 resolution..

Recent netbooks (and notebooks) goes with widesreen with resolution high enough for HD content. Besides, you can't please them all. You either:
1. Create multiple of same game with different resolution, or could support multiple resolution (like changeable in "option" menu)
2. Create independent resolution game or game that could change its resolution automatically.
3. Choose one resolution that suitable to most of your customers.

Hmm... I was thinking about doing two different resolution versions before, but a lot more people use widescreens with higher resolution. Besides how many people still have the old netbooks and notebooks? I would like to know if anyone could tell me.

I noticed if you don't have a computer that can handle 1280x720 visual novels, then you don't have a computer that can play 720p anime. A few netbooks are too old to handle h264 mkvs, but most do alright.

I say go with 720 x 405... this is by far what I can say as the sweet spot between netbooks and computers... small enough to satisfy low specs yet large enough to make scaling not so bad... not to mention Renpy does a good job at scaling

Now IIRC a certain user named LVUER here is still using outdated hardware... I'm not quite sure but... I think I remembered that... I have a spare 3 year old Toshiba laptop somewhere... maybe I could give it to someone in "need" to reduce the bad karma I accumulated last year... now finding it is another matter... I'll search for it when I got the chance... it's not lost... I just can't remember where I keep it...

Edit:
In case I found it I'll send it to you... I'll handle the cost but you'll receive a formatted HD so you're on your own regarding the OS and drivers since I doubt I'll find them together in one place...

Hmm... If a Bg is 1280X720 it won't look bad if re sized to 640X480 would it?
I'll probably make two size versions of the game.

It would look horrible (different aspect ratios).

AxemRed is right. The fact is, there is never going to be a "magic bullet" resolution. You can't pick just one resolution and please everyone.

Too big and people with tiny Notebook screens will cry and scream at you. (Parts of the image will get cut off or the art will be distorted.)
Too small and people with large HD screens will cry and scream at you. (Parts of the image will be too small to see and text will be near unreadable.)
Pick something in the middle and some people will scream it is too big and others will scream it is too small. (See both above.)

Resolution independent game development or having multiple resolution settings are the only way to accommodate everyone.

I know that I can't please everyone...
Is their a good size that 1280x720 could be re-sized to for smaller screens? (Well maybe I should say 1200x480, since there will be black around the actually bg like in my example earlier.)

I use 1024x576 in my recent games and seems to work almost everywhere, from netbooks to desktops :)

Ah that's helpful but I think my artist may have already started working on the first background so... would 1080X520 be a good size? (just in case my artist has started that size would be the right ratio to re-size it too.)

No. The aspect ratio is silly.

Okay what would be a good re-size then if it's possible?

You (and we by extension) are going around in circles here.

Your questions of what is a good resolution and what are good re-sizes are non-questions, i.e. they have no right answer. It is the same as asking, "What is the perfect size for a tablecloth?" The answer of course, depends on style, taste, and the size of the table, all of which will be different for different people.

You have all the information you need at this point:
1. Charts and lists of the most commonly used screen resolutions in the world.
2. Considered opinions by posters on what sizes they prefer and why.
3. An explanation of the dangers and pitfalls you might run into.

At this point YOU need to commit to something. Either support as many different resolutions as you can (by making many different resolutions of graphics), go resolution independent, or just pick the resolution you like best taking the 3 points above into consideration. No one can give you the "right answer" you seem to be looking for because there isn't one.
