Actually, it does, that's why it's called public domain. If something's public domain you can do anything with it.
Royalty free, however, is not inherently public domain - it just means you don't have to pay royalties to use it. You must still abide by the license, if there is one.

On the pictures for the background I'm not really sure how to edit it...
But for the music I am looking for those in the free to use sites.
That's why I said it was fine just to tell me where you might find the music.
You see I'm having trouble finding the right genre since I want it to sound kinda Celtic...

Open jamendo.com, search for celtic, listen to the tracks, when you find the one you like open it and see license information (it's to the bottom on the left)
Keep in mind that you can't use the ones with "Don't alter, transform or build upon this album"
At least that's how I do, I don't know how to search by genre and license at the same time there.

I can write pretty well, especially for dramatic purposes. I have dramatic stageplay writing experience that have been produced.

To all artists interested: The writing is going slower then expected because I still haven't got anyone other then myself writing. At this point I'm not sure when I'll be done but, please keep my project in mind!
