To be honest, I have no idea how fanservice affects game sales, if it does at all. But in my personal opinion, having someone who is obviously sexy for the sake of fanservice sort of pulls me out of the game, moreso if there are more than one. If you're going to add a sexy character, make them interesting first, with the potential to be sexy if they want to show it. On the other hand, I also dislike the opposite where they assume a strong female character is incapable of being sexy. Women enjoy being sexy if it's not demeaning to them, but they don't have to be stoic or slap men for being pervs if they make a single comment about their attractiveness.
