It's similar to a custom cursor to me-- if a game doesn't have it, I don't notice. But if it happens to have it, then I think "wow, what a nice touch!"

Sure, it can serve as a friendly reminder that there's art that needs to be drawn. In a lot of cases, artists are big procrastinators and they sometimes forget about it (of course this is speaking as an artist myself haha).
