1. I do not own my own website and I do not have the money to start a website yet, so how am I going to sell it? Don't need one. Either a free site or Facebook/twitter/LiveJournal will do. Next All you really need is a Paypal and an Email account. Paypal Digital Goods should help you with the rest....

I use both. A Desktop scanner for my rough drawings, my tablet for the art and a mouse when I'm lazy or misplaced my pen again. The Scanner I use is a simple Lexmark @ 300dpi. I don't recommend to use Photoshop element for beginners. It's huge turn off for most first drawers in digital arts. Unless you're hired by a company and they insist to use it, you should use an application for drawers . SAI and ClipStudio (manga studio5) is the top 2 in my experience, and OpenCanv...

If you're really interested in digital art, tablet is definitely the way to go. If you're still want to stick with traditional art (only using PC to do some editing, toning, and final touches), then buy a scanner. But I never recommend a handheld scanner.
