Did you set the path as well? Open a command promt and:

Can you try to open your script in MS-Windows built-in editor ('notepad')?

If it looks normal, then: "Save as", "Encoding", "UTF-8"

Hm, it seems that 'sun/misc/BASE64Encoder' was removed from Java 9 and Java 10. The Unity engine community seems to have the same problem: Android APK build failed error. How do I fix this?

Can you downgrade to Java 8 and try again?
