I would recommend fully writing your story first. Once the writing is all done, work out the list of other assets you require (art, music etc). Maybe you're not starting in the right place. Best place to start is where the situation (status quo) permanently changes for the main character. Maybe that's actually at the meeting stage rather than the set-up stage and you can handle relevant information from the set-up stage in a flashback.

@Esquisse Your art is looking lovely. If you haven't done backgrounds for a visual novel before, remember that the sprite needs to sit on top of it and you may need to change the perspective to accommodate that (I always have a sprite on a layer so I can check).
