They're testing the waters for commercial viability. Both the manga and anime ended over a decade ago, so there's little way of knowing how popular a new series might be.

If the OVA can reignite the passion of old fans and prove that there are enough paying customers, more anime may be possible.

Did they change the director on purpose? Judging by the timeframe, the original director passed away 3-4 months into the series run, so I don't think the change was planned. It's in part promotion for Mass Effect 3. Besides, publishing rights to most of their older games are held by different companies, which would complicate this kind of arrangement.

In Japan, another problem is the lack of fresh blood. Among younger people (i.e. those born during the 1980s), not many are interested in joining the industry.

The situation in Japan is pretty bad. However, I doubt there will be a big impact on niche, low budget stuff like visual novels.

OTOH, RPGs and strategy games (which have been increasingly tailored for a tiny otaku audience) are likely to fade even further into obscurity.

Yeah, I'd have to say that those topics are extremely commonplace. That article parrots stuff that's widely presented in newspapers (English language versions at that), not to mention games, anime, and manga. Maybe the author's sampling of Japanese-produced entertainment is too limited.
