Hahaha, when it comes to my slower-paced music (which I felt would be better placed at the forefront in this particular context), yeah, I definitely don't mess with the highs too much. I save silly high arpeggiation and other such nonsense for quick, exciting music!

I've used Cubase for years now, I really quite enjoy its interface for its simplicity, and a lot of the stock instruments and synths are surprisingly nice. REAPER is an excellent recommendation, though, especially since it's not too heavy on the wallet.

Definitely depends on what you're trying to accomplish with your VN, although it may get to the point where you're sort of stretching the barrier between VN and adventure game.
