You can make anything - fangames, original games, etc - as long as it's even slightly inspired by any aspect of Umineko and publishable on itch.io!
I think there are fangames out there which do use art from the game? So it should be fine! Like it should be about as legal as your typical fangame.

Would you be able to sell prints/shirts of the art even if you wanted to? I'd say that Umineko defies genre. If it were a print novel it'd most likely be shelved in postmodern literature alongside House of Leaves or Dorst's S, I reckon.
