Thanks for the support all. The artist has just resurfaced and is in the process of trying to make amends with both projects. It thankfully turned out not to be a scam, but instead seems to be personal issues that should have been resolved and communicated before committing to large projects.

Nope! No reason, just that its an invisible failure if you do end up using floats which might happen as a result of division if you're placing elements on screen programmatically rather than using exact coordinates. You don't have to add them to a window. There isn't any need from the start. The window occupy the entire size of the screen, and create some fixed to contains his childs. So, in a word, you're creating fixed that "Invisibly" become longer in the other side, but are locked inside the wind...
