Different artists charge differently, so if you're more able and comfortable to pay per cg, I say look for artists that are willing to be paid by that method. Number 3 is fine. Head is a bit bigger for normal proportion but if it's your style and preference, then go for it. A suggestion based on Autumnotopia's comment, the jawline is not too visible because the color is very similar with the ear so I suggest you make the ear a bit darker.

proportionally, 1 is correct because his ears are in line with eyes and nose. Number 2 is like seeing the character from above because the ears position is higher than eyes.
