For low budget or semi-professional projets, I guess the developer just underestimate the importance of editing/proof-reading, especially for a text-centric medium as a VN. I was skeptical about sprites of the characters being published despite having no deadline for the VN yet, but frankly the good feedback they received was a nice motivational boost. The fact that my artist has a fairly decent visibility on social networks was helpful in this way.

I can't help to answer your direct question, I would say generally it's a good idea to pay proportionally for the hours of work each person put through, although there can be significant differences due to expertise and "seniority" of each team member (or field of work, but that is a tricky subject)...
