As mentioned by Sarchalen, it's always better to have a large source image you can downsize. I usually work 2x-4x the size of the in-game asset for everything, just in case the size needs to be tweaked later. Also, I'm curious about the aspect ratio you've chosen. 9:5 is a non-standard aspect ratio ...

Usually something like Kickstarter offers a download of the game at different tiers. Smaller amounts of money usually nets people things like a shoutout or digital wallpapers.

So in a sense, yes. But there's always an option to donate more money to receive a copy of the game when it is released.

If you're not sure where to place CGs, referencing popular visual novels and game cutscenes is a good place to start.

Another option to consider is a special sprite. If you're using the same person for sprites and CGs, it may be a more budget-friendly alternative.
