the dialogue window is the say screen (you can find it in the screens script).
the command for checking whether a screen is currently shown is renpy.get_screen("screenname")

The simplest way is to edit the code for the say screen.
There's a if check there that looks whether the speaker is defined or not (that is whether you're talking as a character or not), so simply modify the bit for talking without a character.

I think the problem here is renpy reading files in its own order so it gets to Buildings before it gets to ResourceFields. I suggest you add a lower init value to resource fields (e.g. init python -1:) that should solve your problem

While you could use a timer I don't recommend that as it seems timer's are quite intensive. Why not split the two? either have it on two screens, so on one screen you have the animation and then the other has buttons and you call it like: show screen animation pause 5#duration of animation hide scre...

Sounds like you'll just need to use the save callback to insert a reference to the correct temp file.

I tried doing start predict, a pause and then stop predict. It obviously didn't predict every image in the folder as the log was full of "Total Miss"... So should I even stop the prediction? I'm guessing that it's quite a bit resource heavy if it keeps predicting the same images at every interaction...

The player can input anything so the result of your sum is a text string. And then you are asking money to be reduced by a string. Which doesn't work. When Ren'Py predicts (loads an image into the memory cache) it does not hold the filesize that the original held. I figured out why the log was showing "Total Miss" - because I only used one *. The correct way to predict filenames is with a dot so "images/*.*" works.
