There are no set prices, but you can calculate your prices by estimating the time it takes you to draw one sprite for example, and multiply it by the hourly "wage" you want to get from drawing. This is just a guess, but I think people would be more accepting of 3D assets if they match the other art of the game at least to an extent. So maybe slap a "hand drawn" filter on top of the 3D spaceships or something :') Also, 3D backgrounds are way easier to accept than 3D character models in a 2D...

I agree with trooper - choose someone who has worked on a released game project. That way you know they have the work ethic to stick to a project. Maybe it's a little unfair to artists who are just starting out, but if you have a big project it's better to get someone who has proven they can handle ...

I don't usually make full-on anime style games myself but for someone who's starting out and needs character sprites this is a great opportunity - as well as for prototyping. Might be useful for like a weekend-long game jam where there's limited time for drawing.
