Why do you need a Japanese composer? There are plenty of good English composers, and if you're going to make an OELVN that has a Japanese translation then you should show off the English origins with pride.

As others have said, I think it has a lot to do with the type of story you're telling. Forgive me if this seems self-pluggish, but I worked on Knifepoint Horror, which was a horror VN that saw a few completed horror stories released on it.
