I second what Juno said. A concern some writers have when writing antagonists, is they'll create too much distance between the story and the readers, out of dislike for the character. This sounds like an exciting concept. The idea of romance amidst a war with such high stakes, not knowing if you'll survive the next day. That sense of uncertainty really adds tension. Become a fierce rebel leader, or a tyrannical ruler? Sounds like fun. Especially all the room for character develop...

So far, I'd say Sekai Project is probably your best bet if you're looking for a VN publisher. I say this solely because, from what I have been told of it, they are very good at working with indie devs, and they do, in fact, also publish OELVN's. As for anyone else?
