MuseScore (technically MuseScore2 now) is both free and great iirc. It's super user friendly; it's very reminiscent of composing on paper. I believe they have a .psd file that you can manipulate:) But if that doesn't work, the creator is actually really simple to use. Just click around the labels and you can see the character change. The labels are categorized by (no idea exactly but something like) eyes, mouths, noses, eyebrows, etc. ...
