Your he isn't showing, though the old GUI and the new GUI are not that different.

The preferences screen is part of the game_menu screen, to modify it you need to understand how the game_menu screen arranges content

Renpy does not support .gif files
If you want animation you can use ATL, which strings together a bunch of still images, similar to how the graphics interchange format works.

Ren'Py actually has a python function for doing this, though manual.

$ narrator.add_history(kind="adv", who=narrator.name, what="Text to appear in history.")
Add this after each choice, with the name of the choice or modified text.

A more pressing issue than orientation, in my opinion at least, is aspect ratio.

At the risk of saying something stupid... Maybe just show a copy of the 'background' image on top of all the sprites? Then you wouldn't have to move them at all. You could hide/show the layer maybe.
Its not something I've fiddled with, but the documentation it done other forum members should start you right.

Reversing the order of the if statements is recommended, if you have them the way you currently do, your game will check f_N08, see it evaluate as True, then show that imagebutton, completely ignoring
elif f_N08 == True and (f_e06 == True and ----) or (f_e06== False and ----)
