The splash screen isn't really designed for this. It's also somewhat of a misnomer, being a label rather than a screen.
Instead, I would use label before_main_menu to call your content warning.

Re: Renpy 8.0.2 VP9 framerate issues
Very odd then.
As I noted before, the game worked fine for me, no lagging or odd behaviour even with the larger file.

Re: showing image of movie sprite
A movie is a movie. It is not an image.
If you need to use an image, use an image.
There are many tools which can extract the first frame of a video file for you and save it as an image.

Re: Is there a way to make changes to the game without reloading?
Enabling the "autoreload" mode leads to an error, the game freezes and crashes. This is your real issue. For some reason, reloading is causing your game to crash. There is also layeredimage https://www.renpy.org/doc/html/layeredimage.html#layered-images I think I'm having trouble understanding this. I've looked at it in the past, and I think it would require me to create a bunch of different individual parts of the sprite on different layers, which I CAN do,...

Re: Dreaded post-release exception bugs!
Add it anywhere as long as it isn't indented or inside another block.
I'd suggest just dump it at the end of options.rpy or somewhere in there (don't forget to add a comment so you know what it does for future reference)

Instead of a bunch of line breaks, for formatting like this, I'd suggest triple quoted strings
