I can't believe no one has pointed this out yet, but I need to say it before it drives me crazy: No, there is no best way to create visual novels whether you're a beginner or if you consider yourself a perfushenal, an AAA publisher, an artiste, doesn't matter. Everyone is different, thus, what works...

A compromise would be to impose a fine but not imprisonment for possession with a harsher penalty that includes imprisonment for distribution, importation of controlled substances, controlled precursors, actual use etc. How effective would such a statute be? Heh, I used to use SWISH (an alternative flash editor) to make videos with some degree of success. Of course, using dedicated video editing software is always the better choice. Just here to say it worked for me:

Heh, don't make them in the first place? I dunno, personally, I always try to think about such things in advance. In any case, having someone else go through your script is always a good idea.
