@tsuroika: Um, a good way to start is by observing light/shadows/color in your every day life. Like, if you're in a room with no light source other than your laptop screen, is a "white" piece of paper still "white"? Most likely, if you can still see it, it would be a kinda dark grey mixed with blue....

@hijiri: Also, another thing that kinda helps add the illusion of form is to kinda cut and paste the pattern to match the direction that the clothing is going, if you're too lazy to actually morph/draw it out.

I don't really know how he does it, but yes, you can do it on Photoshop, and probably on some other freeware like GIMP. Basically, in PS, go to Filter, and choose Artistic>Watercolor, Sponge, anything. Experiment with the filter tab, and see what you like best.

Those are actually from the VN Fate/Stay Night(well, the link that you posted), so I'd suggest not using them.
