Compared to your last artwork the second is better at the skin, but the hair details are still not visible. Deji is so nice to point out through a re-CG. XD There are many ways for anime skin coloring; blocky cel-shading, Deji's doll-looking skin texture, to soft gradient shading with less detail......

Complex and simple is subjective. You can say that anime art began by paying attention to eyes and mouth first, and the rest simple; block/spiky to visualize hair, small nose, cel-shading, etc (refer to Astro Boy). I think you should decide first whether you're aiming for simple, anime CG or something more complicated.
