I'd say it's far less than $3000, at least if you learn how to program in Ren'py, which is quite easy if you dont' get into the detailed stuff like making a custom user interface. If you're a writer you should be able to use Ren'py without someone programming it for you.

That appears to be compression from your video format. You will basically need to increase the quality of whatever video you're outputting to avoid that.

I would be most likely to buy the soundtrack on Bandcamp. Of course, I tend to only buy music that I'd want to listen to on my iPod, which is usually the upbeat kind, so I am a bit biased in that regard.

It will probably be a hard sell for most developers. The biggest stumbling block is not the technology itself, but the fact that pre-made assets are generic and lack originality. When you consider that, it actually would cost far more to custom make a 3D model to pose then to commission the art. Als...

If you are paying for an artist, it's well within your rights to set deadlines, and ask the artist to give you a guarantee that it will take X days. It seems like in this case you should be asking for your money back in its entirety and looking for a new artist. Ultimately if they have health issues...
