There's already a fully out and working program with the rulers that can be used for the perspective called Medibang. I don't remember how the rulers worked in SAI 2 since it's been forever, but Medibang's rulers are quite good too. Also, SAI and SAI 2 are pretty buggy programs that won't even start...

You should always ask the artist for the sketch first because it's much easier to fix things in the beginning, not when it's 70% done.
