Photoshop is still the best way to do this (in your case)... It's actually easy but you will have to ask your BG artist to separate the sky from the terrain. I believe i had a simple code that was similar to "with fade" effect on coding.... but unfortunately i have terrible memory and the computer that i had my previous games on got stolen....
