I'm using version 8.0. Somehow, after I duplicate the 3 layers, the cutout and smart blur effects dont show up. No problems with gaussian blur though.

A question here: is it ok if I don't use layers but simply apply the cutout filter, smart blur and gaussian blur on the background layer? For some reason I cant seem to get layers to work correctly with my copy of Photoshop.

Yeah, sure, go ahead and use it. It'd be great too if you could point me to a few tutorials about gradients and airbrushing I'm not very familiar with Photoshop yet.
