I don't know how useful this will be, but I managed to get a semi speed-painted look out of the picture with three different layers. Bottom layer has the paint daubs filter with a very low brush size and no sharpness. The second layer has the cutout filter with the max amount of levels and zero edge...

Also I agree with what Sapphi said about the tie: it doesn't 'fit' (what I assume is) your chosen palette all that much. If the colors change based on year I would go with one of the more neutral colors like black or brown, and it might be good to pick a color that isn't too similar to any of your character's hair colors. Actually there have been lightpens since about the 80's if not earlier and those are somewhat like how an intuos tablet style system would work nowadays.
