It might depend on the game and such, but I've seen this done in commercial video games before and sometimes it can work quite well. I think it really depends how you do it, but I'd probably play it if I liked the story and such. o3o

I think it depends on the game and what the choices are for. If it's a kinetic story where the choices don't do much, I wouldn't really see a reason to have a lot- unless, say, there are lots of endings but the rest of the story is kinetic. Then you might want a lot of choices that vary the endings....

Depends on which part of the art you mean? As it says in credits, art is from Tokudaya and Uncle Mugen. :) Tokudaya is all sprites, and I think mostly all the backgrounds are Uncle Mugen?
