If you're asking why they do censorship, the answer would be like "everyone is doing it".
The same thing would be answered if you bring your own drinks to a restaurant in China.
I see a trend of less restaurants charging "Bottle-opening Fee", but another trend of censorship of more websites.
The goverment and the ISPs usually censors something that don't go along with their POV and sites talking about sensitive or controversal topics. (But there are less of those sites than you may think.) Sometimes they censor things for no apparent reason... (e.g. Livejournal)
Technically the Great Firewall of China, built by Cisco, uses a combination of IP block and keyword filtering.
And that's almost everything I know about it.
Well it's just that I've heard so much about many websites being censored... Like, YouTube at some point was threatened to be banned because of a single controversial video? I think there was something like this...
Otherwise, they say any controversial website against the government and stuff will get censored... Obviously, it's quite easy to block out anything computerized, so it's a scary and effective kind of censorship :/

Quite a lot of western Europe has censorship laws regarding Nazi imagery, speech etc. While that's usually more openly discussed, it's still really the same thing - oppression of political points of view that the government sees as damaging. I seem to recall at least one of the YouTube blockages was Turkey, for that matter, and another... Brazil?
As to stuff of the same type as we hear the Chinese approach is, the only thing I've heard about in my own country is British Telecom's automated blocking of child pornography, which I suspect nobody is really going to kick up a fuss about.
Most governments will happily gag the press/media if they see a national security issue, though, it's just a matter of where the threshold is that they're ready to take such steps at. China just happens to have a reputation for being particularly trigger-happy with the d-notices.
