And I have a rar. unzipper program (UnRarX)
I've downloaded a couple of .rar files here and there, but this one isn't working and I have no idea why.

Your browser read that rar ISN'T s download file, or just doesn't read full URL letters.
Most easy way is open with another browser, or use download apps.
