It's been awhile since I played, but I'm pretty sure to get Cyrus's Good end, you need to buy a certain book from the shop... One about slaves, I think?
I think I still have the game file, so I can try to test it for you if the book alone doesn't work.
I did get pretty much all the endings, I think. Pretty close at least. I know I got Cyrus though.

Pretty sure WizzyGameMaster is correct here, you need to get a book from the merchant, aside from choosing good choices. If you're still having trouble with this though I'll see if I can do a playthrough this weekend and write down the walkthrough for Cyrus!
