then I'm gonna assume that the fan works that are not allowed are those like eng translations or a copy of the original game (not exactly but can be made close)

English translations of another game would for sure be not allowed on my bet, if at least only with commercial products. It's like uploading a French translated version of "The Titanic" and uploading it to a movie streaming site. Doesn't matter if the language is different, it's still copyrighted material.

Translations are not allowed on renai.us as far as I know because you need to have made the underlying game yourself and it must be a non-commercial game in order to qualify for hosting. That's why you don't see translated versions of Narcissu or Clannad on there.

Fan games are allowed. There are already about a dozen fan games available on renai.us, some of which use screen captures and ripped sprites from their respective original works, so they're nothing new. So yes, you may upload Angel Beats there.

I think the confusion is that the line always used to be "you can't have copyright-infringing works on the Ren'ai Archive", and now the line for some reason is "you can have copyright-infringing works on the Ren'ai Archive so long as they're this particular subset of copyright infringement and not any other", which is a bit of a bizarre position.

As I understand it, parody specifically - if it's parodying the thing it's taking copyrighted material from - isn't copyright infringement, so that makes sense. But there's a big difference between "all parodies are allowed" and "all fangames are allowed"!

However, to clear up any last bit of confusion, just ask Pytom.

My current feeling is that all OELVNs should be allowed. We will take them down should a copyright holder of any element in the game request it, but our team is not large enough to fully investigate all copyright claims on our own.
