I have yet to find any connections to Lucy besides the fact that her name rhymes with Trucy.

That's totally not true! Eileen was pretty much copied (down to the name, even) from Akari in To Heart.

Tsukasa is designed based on Akari. It's hinted on the anime/manga itself.

yup, what LVUER said. Also, Eileen actually looks a lot like Karada Iokawa from Asatte no Houkou right down to the hairband and orange hair. (she transforms into an older girl in the anime)
