themocaw's Green Lantern Neko-chan - Nice! I'd vote kawaii but not moé. She's a bit too much of a furry.
mugen's Ameri-tan - Moé!
magi's Stephanie Rogers - Hawtness! ...but she looks like she's way to competent to be moé. Lovely wide angle perspective and excellent gesture tho!
Mihel's Altoid twins - Doh! I been PWN'd by minutes... I'm impressed you did that freehand in PS. Both good candidates for moé (twintails FTW) but I'd lose the pony tail on the one on the right and go for short hair, sporty girl cute.
Trebu tan moé!!!!!!! Tamare is nearly always moé. Though, when PyTom posted the ref picture I imagined something a little more like... um... someone kneeling... involving knots and sticks and lengths of rope... ah... I'd better stop! (*^_^*)

Actually this is two challenges:
1.) Make it moe... pretty straightforward for a human character: just make it female, young, and cute
2.) Convert to -tan... for inanimate objects, it's doable, but requires more thinking. Themocaw's example is pretty good, I was just left scratching my head how on earth to convert such a thing. I'm not too familiar with all the various -tan memes.

Sudden brainflash: Everyone knows that Altoids are the curiously strong mints, but what about Mentos, the freshmaker?
Can these be made moe? (Imagines an anime commercial with Mentos-tan and that "dudududududu duwaaaaa" jingle)
Bonus points for further mint-tans, and for attempts to settle the question of whether Curiously Strong is better than the Freshmaker.

EDIT: it also occurs to me that there's a very ecchi way they could depict what happens when diet coke meets mentos
