I'm not sure if there are master threads (like for anyone interested to post their availability), but you can always just post on the recruiting forum-- just add a SuNoFes2017 tag on the title, so people know that it's for that jam. It's probably better doing that, anyway, since you can explain what your project is in full details and that might catch the interest of more people.

Thanks, Ghost of Crux. I'm actually interested in joining an already existing project, not starting my own so I'm not sure if the same method would apply. I do have a services offered thread for proofreading already up, so I definitely don't want to spam anyone. This would be my first game jam ever, so I'm just a little shy about how to participate.
