I see that classifieds postings are now limited to once every two months. Is it OK to respond to questions asked by other users, or is that considered a violation?
I know some people can be pretty spammy but only posting every 2 months seems a bit strict. (I thought once per month was fair.) But if this is the new policy moving forward, is it possible to hide my old thread and start a new one so that forum users see more current posts first?

Yes, responding to questions is allowed, as long as it's not being used to game the system. (Like having a buddy post a question for you.) It's a bit strict, but since it's been in place, it's put an end to spammy services posts, which I think has made the forums more readable.
I don't think it should be necessary to make a new post because of this thread. It's easy enough for users to see the current post by clicking to the end of the thread.
