There are people, schools and organizations that don’t update windows. This can be due to compatibility reasons, to prevent computer slowdown, prevent downtime, reduce maintenance requirements, etc. Are there security risks, sure. But updates can gradually make older computers obsolete as updates usually have higher spec requirements. I have had PCs, laptops and phones become paper weights after updates (though at least with a PC you can easily upgrade the hardware too, the phone I had to root to go back to an older version). Also, organizations may have an alternative security measure. Some machines, for instance, have restore points and erase all data on restart (might be advantageous for shared computers like in cyber cafes, schools, airports, etc.).
