Questions time, I guess?
- How many intelligent machines do live there? I mean, like, if only the ones the protagonist meets (five? ten?) then it's barely the city.
- How do they know the arriving Zeta unit is the last one to ever arrive?
- Don't you think that no matter how many intelligent machines do live there, Zeta is going to receive probably too much attention?
- What's on the top end of the elevator? I mean, like, if they expect Zeta to arrive, then they have some sort of "interest" programmed into them, and hence I'd expect some of them to observe the top end of elevator using telescopes. I'm not expecting anyone to ascend it directly (it'll take years), but who knows.
- Does Zeta have a human brain or only a mind? This sorta leads to "what are the conditions on the surface?", like, is there oxygen, water, local lifeforms?

So you have questions that may spoil the story if answered carelessly..
I'm gonna spoil a little, but meh, They'd be common knowledge once played anyway.

1. The whole city is filled with intelligent machines... So there are many more machines that the protagonist doesn't know about..
I'm estimating the population of this city ti be about 2000 only...
It goes like this... As I said, every year, a machine would descend from the elevator.
There was a time when every day, for five years, a machine descended.
so that's 1 machine everyday, making 1825 machines in that time, after the 5 years.
Those machines were basic, and mostly duplicates of each other, but all had intelligence, making them capable of the tasks they were assigned; to build the city, and to make it livable.
The city was led by the first machine, the Alpha unit, which I haven't decided if he should go missing or not, so another should take his place... Anyway, he's the first special machine that descended, and the most knowing one.

2. It's a prophecy/ forewarning announced by the first machine (The Alpha unit) that descended...
The prophecy said that on the 29th year since Makkina was built, a machine will descend, and it will be the last.

3. Well, there'll be a government, police, and therefore, crowd control for Zeta's first time. attention is gonna be great, but...
Everyone gets disappointed to see that Zeta's armor design is basic, just like the others, but the specials had their attention caught, and therefore befriended him.

4. The top end of the elevator is one big facility in space (probably visible via telescope, yeah), containing the machines. other than that, it's a mystery.
So this story took place 29 years after Makkina was made, and sadly, they haven't found a way to climb the elevator, or go to space :P
maybe they aren't even interested in doing it. I dunno, it could be that they view the tower as something "sacred".

5. By this time, I guess storing the mind into machines is possible, so basically that's what happened to Zeta. He has his memory as a human, and now therefore is a robot with a human mind :P

New Ideas in story:
Underground operations
Mining for metal for mechanical upgrades and other items; metal merchandising row row fight the power
Mutated creatures in a "Dungeon" near the city ; enemies; appearance undecided
Machine Factions
Core memory part/brain of each machine... possibly detachable, enabling switch of bodies
Windmills :3
Units specializing in Scavenging, Flight, Drilling, Military battle, Sniping, Swordfight
Animal and Monster-looking Machines
Some animals will be around, alive and well... some.
