Lenarche=(Vestroria,Cheryl or Valen)'s other self OR Valen's daughter

is it possible for only 2 people to make a otome visual novel game?
with one handing sketches that needs to be outlined, the scripts and the proofreading/ windows beta tester
while the other handling the game, music and other games stuffs

coz im trying to search for a game maker ^_^"
