depends largely on what you want to achive
you should experiment with various image filters in photoshop or gimp or whatever other software you are using
or you can just repaint

some other users of this forum probably have more experience in this than me

No. Frankly, paint isn't much good for anything but saving screenshots. I'm not sure about the capacity of gimp with filters, but it is free off the internet. Otherwise photoshop is your best bet.

Depending on what you want to achieve, it will work better or worse.
Filters like various types of blur or noise reduction; artistic filters which simulate brush stroke of various traditional techniques; or just playing with colors/contrast/saturation/level/duotone/halftone/sepia/etc

All i did was use the cartoon filter, i tried using some others but couldn't get the same results as yours ;_;

Just keep experimenting. I can't remember the exact filter (I think it's oil something, but I'm not sure) makes the whole image look painted.

The cartoon filter doesn't that great in my opinion. It's too harsh. Filter work best if you use several of them together with varying degrees of intensity. Try copying and pasting the picture onto multiple layers, experimenting with different filters and opacities to achieve the look you want (if you aren't already doing that).

I wish I could be more helpful but I have photoshop and have no idea what kinds of filters are available in gimp. :/

The 1st image of the last post has a drawing feeling but it really depend on your sprite and UI (ie they would not match with a cartoonish or cel shading style).

I think you should also go for split zones in your images - I know you can use masks in Photoshop, but I didn't play around enough with the Gimp, so I don't remember if it has them.

For example, I tried doing something during lunch break to your images: I don't mind the lower part, but the upper one is too bright. Using a mask or something similar to have different filters on the upper part may end up giving a better result.
