There's a plugin for GIMP called GMIC.
In it, go to fliters, GMIC, Artistic, and then Painting.
Then just click apply/ok and you are done.

You can download Akvis Sketch free sample and use it for 10 days. I would suggest collecting ALL the images you plan on using and THEN downloading the program.

It DOES make color sketches. Examples:

Another cheaper option is SketchMaster.

Unfortunately the free download puts thingies in the image, so it's only good if you buy it.
