[SOLVED] Ren'Py "Options" configurations being ignored

Ren'Py 6.99.3 stable
Windows 8, 64-bit

Created new project. The text speed parameter I set is ignored when project is ran. Game just uses "0." Ensured comment marks aren't interfering.
Setting screen resolution parameter results in a scaled-down version of the size I set if changed from default.
The only workaround for Ren'Py to correctly display the correct resolution is to switch between fullscreen and windowed mode. Needs to be done every time game is ran.
Unsure if "persistent" file has anything to do with any of this because of what the options file said, but I deleted it just in case and the problem still exists.
These issues don't exist on my first "Test Project" for some reason. Although I created that test project in the previous stable release, could that be why?

Side note: the "Tutorial" project brings a script error somewhere in the "Image Operations" section. Nothing fatal, can be skipped.

Click "delete persistent" in the launcher.
